atmosphere as it does currently. thank you very much. >> good afternoon president fong and commission. i am john harny and own sell and lease buildings in the area. i felt better but it came as a surprise to you. yesterday i sent you each a letter outlining my concerns. in a nutshell restrictions will hindzer viablity and historic resources. two, western soma shouldn't have different rules than eastern neighborhoods for fairness and consistency reasons. three, the department staff without use restrictions the sheer number of historic buildings will run the office space in western soma. it's the department itself that did that and 40% of the buildings in soma survey. the department created the stumbling block they're trying to overcome at this hearing. my experience tells me many of the historic buildings can accommodate only a few thousand square feet. there is no threat of office gold rush in the historic western soma structures. number five, last year spur wrote a letter asking for environmental review to better analyze the impactings of western soma survey and specifically refere
specifically to the eir during this period. that's the agenda item. >> president fong and commissioners, andrew greg here on behalf of mr. harny. he's here to speak to you later in the agenda on the historic resource controls. he sent a letter to the commission and copied to the director as well as the staff planner, but there is one portion of that correspondence -- copy of a letter sent to the hpc from spur which is eir related component. in their letter spur specifically asked for supplemental eir to be under taken and let just quote from that letter because it does pertain to western soma. this is from spur. "we believe that a supplemental eir for the eastern neighborhoods and the western soma must be completed prior to the survey findings in order to organize the findings on the development assumptions in those areas" so that's just the 1eir related component to what we're speaking about later, so this is the appropriate time. thank you. >> is there any additional general public comment? okay. >> public comment portion is closed. >> thank you commissioner. and that will place us und
. >> aye. >> commissioner wu. >> aye. >> commissioner president fong. >> aye and would you send this out to us electronically because i'm little confused but i will be there. >> absolutely. i will update it. that motion passes six to one commissioners. thank you. commissioners you are now under director report, item seven. >> thank you jonas. just two items and i wanted to bring your attention to the hearing at land use and two landmark properties for historic preservation and one at twin peaks and castro and 17th and both were individual buildings and felt eligible for landmark designation and not just necessarily architectural quality but the history that happened in these spaces. the second thing i wanted to remind you off of let you know is that the legislation that you passed -- or that you proposed for privately own open spaces if you recall and legislation proposed by supervisor chu i believe will be in effect next friday on the 14th and we will envail the guide on our website for all 64 of those spaces and it will include photographs and maps of those spaces and how the publ
afternoon commissioners, president fong. i am john gold man and i presented at your two previous meetings and i am here again. presented ideas of grandfathering in certain projects. we are the architects and we designed to the building to reflect the concerns and there are studio apartments along 11th and the two bedrooms are away from 11th and we designed the building to meet a kooftic requirements so there is no sound transfer so i am here to reiterate again with proper design and unit mix and arrangement and acoustic design and i like the idea of it on 11th as long as you can do that and the night time times are great and our project which has been in submittal for seven years and we didn't proceed because we wanted to piggyback on the eir that was approved today after seven years ago. there was never reason for me to do that and get my own project going so what i want to emphasize here and cory teague and presented today and do no harm. that's fundamentally under mined this process for the last seven years. if you don't grandfather in the project it would definitely do harm to my
chief starting with every chief has asked for tasers, including fong, and temporary chief, and go down and now chief sure. and in each of the cases i think that those discussions were precipitated by an officer-involved shooting that in the hearts and minds of our chief of this organization and looked at the facts of that and said that if we have a different weapon system and a electronic weapon control system we would not have to have deployed that force and in this case with the chief sure and i completely concur, that the shooting in july, that had we had a electronic weapon system in place and that person would be alive today and back to the road to recovery. and i think that is conist ent and the reason behind the chiefs bringing this discussion to bear. >> just hearing that i am reminded of when officer... was shot and he was shot by an officer, he said that he thought that he had a taser. and would be applying that. so i don't see it as necessarily as an equation that necessarily equates to the officer-involved shootings and we also have the experience of settled and so we do on
